In the time honored tradition of personnel terminations in the City of Miami, on Tuesday morning, Finance Director Stephen Petty was informed that he could either resign, or get fired.


I have been told that he resigned.


Things have not gone well for Petty ever since I revealed in September that he was unqualified for the position of Financial Director, and after City Commission Chairman Francis Suarez, made his feelings known about Petty’s incompetence, it was just a matter of time before some way would be found to force Petty to leave.


I have been told that the issue came to a head when Petty, who had claimed to me, among others, that he had a CPA license that he had allowed to expire, was asked to produce documentation that supported that claim.


It appears that he was unable to do that.


Now that Petty is gone, the focus now turns to his patron, pal, and brother’s business partner, Chief Financial Officer Janice Larned.


She’s the one who lobbied to get Petty hired, and then attempted to throw him under the bus by trying to shift the responsibility of his being hired to the Selection Committee, including Calvin Ellis, whose private memo was the subject of my story last week: THE SAUSAGE FACTORY.


In August, Larned herself, showed up with boxes to pack her personal belongs and quit over the confusion surrounding the City’s budget and a court decision that the City Manager was not authorized to issue an declaration of Financial Urgency.


At that time she was talked out of resigning.


Given all that’s occurred since then, I suspect that whoever intervened to talk Larned into staying is now wishing that they hadn’t.


Since Stephen Petty was unable to provide evidence of ever having a CPA license, perhaps the City should ask Ms. Larned to produce any documentation that she had a CPA license, because if it was important for the Finance Director to have one, you know damn well that the Chief Financial officer of a city the size of Miami should have a CPA license also.
